Conversations about project management methodologies tend to gravitate toward PRINCE2, IPMA, and PMBOK — heavy, certification-driven frameworks. Lighter alternatives, designed specifically to support day-to-day work rather than exam preparation, get less attention. P3.express and PM² are two such methodologies, and they have more in common than you might expect — even though they were developed for different purposes.
Two lightweight approaches
P3.express is a fully open, free project management methodology released in 2016. It consists of 33 management activities in 7 groups, yet requires only four core documents to run. The methodology is guided by six principles — the so-called NUPP principles (Nearly Universal Principles of Projects) — and draws ideas from both PRINCE2 and PMBOK as well as agile approaches like XP and Scrum. P3.express is designed to work for practically any size or type of project, from organising events to software development.
PM² is an open, free methodology developed by the European Commission and maintained by the PM² Alliance. It's built around a governance model, a lifecycle, processes, and artefacts, tied together by a set of mindsets. It's designed specifically for the EU and public-sector project environment, but works equally well for private-sector projects.
Common principle: practical methodology
The strongest trait these two methodologies share is the consistency. The different parts of P3.express and PM² are designed to support one another seamlessly. In P3.express, the management activities, groups, documents, and principles are strongly woven together; in PM², the governance model, lifecycle, processes, and artefacts are bound together by a shared set of mindsets. In neither case are the parts meant to be pulled apart and used as standalone tools.
This methodological coherence is also what keeps both methodologies genuinely lightweight. Neither requires a heavy, multi-stage certification process across the project team before application — understanding the basic structure and following it consistently is enough. That makes both particularly appealing to smaller organisations and teams that cannot adopt a heavy framework.

Where each one works best?
P3.express is an excellent fit when you want the lightest possible, quickly adoptable structure without being tied to a specific governance environment — for example, smaller internal projects, event organisation, or product development where flexibility and speed matter most. PM², on the other hand, is at its strongest when a project is funded by the EU or delivered for a public-sector organisation — its governance model and terminology match exactly how EU institutions and programmes operate.
P3.express and PM² aren't lightweight because something is missing — they're lightweight because every part was designed deliberately, with nothing extra left in.
Can they be used side by side?
Combining or mixing them isn't typical, since both are already complete, independent structures. The choice should be made based on the nature of the project: if an organisation runs both lightweight internal projects and EU-funded projects, both methodologies can comfortably coexist in its toolkit.
Summary
